Redo the Elastic update from SQL

For hotels already merged into SQL whose Elastic update was missed. Copies hotels with LastUpdate on or after the date (and their codes from Giata_HotelSupplierCodes) into a new batch and runs only the Elastic update; nothing is downloaded from GIATA. Leave countries empty for all, or enter a few (e.g. EG) to test first.

A batch holds all changes since one date. It can take several calls to finish; each call picks up where the last stopped.
